I felt that a better procedure would be..... if she didn't get a response, to not enter the rooms without permission of the guest.

I can see how it could feel a bit like an invasion of privacy, but actually as one who travels a lot (too much), I've realized that this is the convention. The hotel staff can't only go in when they get a response - they'd never get their job done. So if you want privacy the best option to use the "Do not disturb" and/or the manual locking latch that's typically provided. I usually put the "do not disturb" up right away and leave it there during my whole stay. We don't clean our sheets and towels every day at home, so no reason for it on the road.
