I

I think people wanting a mug is simply an expression of how enthusiastic people feel about the Mai Kai. That's how I felt when I was there. A mug is a great souvenir of the place and I wished I had one to take home. It was disappointing not to have that option. I will still go there at every opportunity - it's the drinks and atmosphere that are important.

If it isn't practical monetarily for them to have mugs, then they need to remove the option of buying one from their drink menu. Just flat out say you don't have them. That will cut complaints.

I doubt it takes this long to get mugs, from China or elsewhere.

I'm sure there is a reason there aren't any. From my own years in working in the tourist industry, I would guess it's either money, or they are busy doing other things so it's low on the priority list.
